This department administers programs and serves as support for Dental Benefits, Health and Access to Care issues.

With respect to dental care, it manages the statewide marketing campaign for Pelican Dental Concepts. It also coordinates the ADA Contract Analysis Program and oversees third-party issues. It also conducts access-to-care research and development and carefully monitors state and federal programs and initiatives to improve access to dental care, e.g., Medicaid. Given its role in the dental care and health arena, the department provides staff support to the Council on Dental Health and the council on Dental Benefits and Care.

o Monitors amalgam disposal regulation
o Monitors fluoridation of public drinking waters
o Monitors Oral Health Florida's implementation of state oral health improvement plan
o Access to Care policy and program development
o Legislative bill and regulatory rule analysis
